I am directed to acknowledge the receipt of your letter of the 19th Instant with its enclosures being correspondence between yourself and the military Mandarin at Kowloon.
A communication will be made to the Provincial Authorities at Canton regarding this correspondence, but it is needless to observe that unless the Chinese Government Officers enter cordially into our measures for suppressing crime, we have no means of obliging them to do so.
Mr. Gutzlaff will be requested to apply to you for copies of the letters which have passed between you and them and you will be so good as to let
